Military & Family Life Counselor Liaison (Supervisor)

Position Overview:
The primary duty of the Military and Family Life Counselor (MFLC) Liaison is to exercise his/her independent discretion and judgment and to utilize his/her advanced knowledge and expertise gained through prolonged course of specialized intellectual instruction and licensure to manage and oversee the daily operations of the Military and Family Life Counseling Program (“MFLC Program”) with the Department of Defense (“DoD”). The MFLC Liaison also ensures compliance with the logistical aspects of the DoD contract and strives to prevent service failure. Liaises with the local Point of Contact (“POC”) at each designated military installation. Evaluates each POC’s expressed needs and determines how best to meet those needs while complying with the DoD contract. Responsible for supervising, training, evaluating, developing and managing performance of designated Special Professional Associates (SPAs). Responsible for coordinating the provision of services by certain contract providers.


Major Responsibilities:
  • Builds and maintains a strong working relationship with local POCs at military installations.
  • Regularly liaises with local POCs to assess their short- and long-term program objectives for serving the varied and ever-changing needs of military service members and their families and to determine how to meet those objectives. 
  • Facilitates and coordinates all special requests for unique service delivery capabilities for the DoD including determining client requirements, proposing delivery options and ensuring smooth delivery of services.
  • Determines whether POC requests are within the scope of the services envisioned by the DoD contract (i.e., short-term, situational, problem solving non-medical counseling services in Military & Family Life Counselor Liaison support of military personnel and their families for the specified locations and time periods). Evaluates whether and how to handle unique and urgent requests that are out of scope, including determining when medical interventions are required. 
  • Ensures compliance with DoD protocol and legal requirements for duty-to-warn obligations, including proper flow of information to appropriate authorities when a SPA or contract provider has assessed that particular circumstances have given rise to a duty to warn. 
  • Accountable for monitoring trends and tracking program activities. 
  • Maintains a working knowledge of policy and procedures.
  • Works on special projects and performs other duties as assigned.
  • Customarily and regularly provides general supervision to SPAs, including establishing objectives and performance goals, ensuring they are working within scope of services, evaluating performance, completing and delivering performance reviews, and managing performance issues or complaints from Point of Contact (POC).
  • Regularly and proactively seeks feedback from POCs to assess the work performance of SPAs and to coach SPAs regarding areas for improvement. 
  • Handles SPA complaints and grievances.
  • Provides recommendations as to the hiring, termination, advancement, promotion, and other changes in the employment status of SPAs. 
  • Provides oversight, training, and logistical information to SPAs regarding the scope of their contracted services, military culture, military protocols and legal compliance (including duty-to-warn). 
  • Coordinates with contractors to ensure compliance with the logistical and administrative aspects of the DoD contract and to prevent service failure.

  • Reports issues from or with contractors and provides follow up as needed.


Qualifications:
Education/Experience:
  • Masters degree in Social Work, Psychology, Counseling or related field of study.
  • Three years supervisory/leadership experience. Experience working with military and their families preferred.
  • Minimum 2 years full-time counseling experience post-licensure; documented counseling supervision, oversight, and management experience; and demonstrated current counseling competence through at least periodic, direct service counseling experience during the last two years preceding hire.


License/Certification:
  • Current valid clinical license, at the highest independent level in the state where the Liaison is licensed to practice without restriction or supervision, is required (i.e. LCSW, LMFT, LPC, PsyD, PhD, etc.).
